In a landmark ruling, the Supreme Court of India delivered a powerful message about language, unity, and India’s rich cultural diversity. The court dismissed a petition challenging the use of Urdu—alongside Marathi—on a municipal council signboard in Patur, Maharashtra. The verdict emphasized that language should never be confused with religion and that Urdu, like Marathi or Hindi, is an integral part of India’s cultural heritage.


Background: What Sparked the Controversy?

Former Councillor Fights Urdu Signage

The petition was filed by Varshatai Sanjay Bagade, a former municipal councillor of Patur town in Akola district, Maharashtra. She objected to the display of Urdu on the nameboard of the Municipal Council, arguing that:

  • Only Marathi should be used for official communication.

  • Urdu was not required or permitted on the signboard.

  • The use of Urdu was in violation of Maharashtra’s 2022 language law.

After her challenge was rejected by the Municipal Council and later the Bombay High Court, Bagade escalated the matter to the Supreme Court.


Supreme Court’s Stand: Language Unites, Not Divides

“Language Belongs to People, Not Religion”

The bench comprising Justice Sudhanshu Dhulia and Justice K Vinod Chandran firmly rejected Bagade’s argument. The judges called the notion that Urdu is only for Muslims a “pitiable digression from reality”.

“Language is not religion. Language belongs to a community, to a region, to people—not to a religion,” the court stated.

They explained that language is culture, a bridge between communities, and a symbol of India’s civilizational progress.


Urdu’s Indian Roots Celebrated

The court passionately defended Urdu as a language born and nurtured in India. Far from being a foreign import, Urdu evolved in the subcontinent as a means of communication between diverse groups.

“Urdu, like Marathi and Hindi, is an Indo-Aryan language that developed in India out of necessity for mutual understanding.”

The court noted that Urdu flourished due to India’s composite culture, famously referred to as Ganga-Jamuni Tehzeeb—a symbol of communal harmony in North and Central India.


“You Already Speak Urdu Without Realizing It”

In a compelling part of the ruling, the judges highlighted that everyday Hindi used across India already includes countless Urdu words. In fact, the very word “Hindi” comes from the Persian word “Hindavi”.

“One cannot have a day-to-day conversation in Hindi without using words of Urdu or derived from Urdu.”

The court described the artificial split between Hindi and Urdu as a result of colonial manipulation, which wrongly labeled Hindi as a Hindu language and Urdu as Muslim—a distortion of the reality.


Legal Angle: No Violation of Language Law

2022 Maharashtra Law Only Mandates Marathi—Not Exclusivity

The petitioner had claimed that the use of Urdu violated the Maharashtra Local Authorities (Official Languages) Act, 2022, which requires Marathi to be used on government signboards.

But the Supreme Court clarified that:

  • The law only mandates the use of Marathi.

  • It does not ban other languages, including Urdu.

  • There is no legal restriction on including additional languages on signboards.

“The entire case of the appellant is based on a misconception of law,” the court said while dismissing the petition.


Why Urdu on the Signboard Matters

Municipal Council Wants to Communicate Effectively

The Patur Municipal Council had kept Urdu on the signboard because many local residents speak and understand Urdu. The court saw this as a practical step toward effective governance.

“All the municipal council wanted was effective communication. That cannot be faulted.”

Local government bodies exist to serve the people, the court said, and if the community understands Urdu, it makes sense to use it for signs and notices.


Final Message: Embrace All Languages

“Let Us Make Friends with Urdu—and Every Language”

The Supreme Court concluded its ruling with a call for unity and respect for linguistic diversity. The judges urged citizens to overcome biases and look at language as a tool for connection—not division.

“Our misconceptions, perhaps even our prejudices against a language, have to be tested courageously against the reality of India’s diversity.”

The court reminded everyone that India’s strength lies in its diversity, and the country should celebrate every language that belongs to its people.


 A Powerful Rejection of Prejudice

The Supreme Court’s decision goes beyond just a nameboard. It’s a symbolic stand against religious stereotyping, and a celebration of India’s multilingual, multicultural fabric. By defending Urdu, the court upheld a broader message: In India, all languages are ours, and all cultures are Indian.
