The controversy erupted earlier this week when Masanori Sakamoto, Minister for Reconstruction, made off-the-cuff remarks during a luncheon with reporters. While discussing government efforts to promote rice grown in Fukushima Prefecture—a region struggling to overcome lingering reputational damage after the 2011 nuclear crisis—Sakamoto reportedly quipped, “If you want to lose weight, try Fukushima rice; it’s lighter than you expect.”

His comments, widely interpreted as an allusion to radioactive contamination, immediately sparked a social media uproar and critical coverage across major Japanese news outlets. The joke was perceived as trivializing the ongoing struggles of Fukushima farmers and residents who have been fighting to restore trust in their agricultural products for more than a decade.

Civic groups and agricultural organizations swiftly condemned Sakamoto’s remarks. “It is unacceptable and deeply hurtful to the people who continue to work hard to recover from the nuclear accident,” said Hiroshi Sato, a representative of the Fukushima Rice Farmers’ Cooperative, in an interview with NHK World Japan. “Such comments damage years of effort to ensure food safety and revive local industry.”

Public outrage was echoed by opposition parties in the National Diet (Japan’s parliament). Constitutional Democratic Party leader Kenta Izumi argued, “These words display a shocking lack of empathy and disqualify him from serving in a position meant to support disaster recovery.”

Minister Sakamoto Issues Apology and Steps Down

Under mounting pressure, Sakamoto apologized publicly on Thursday. “I deeply regret my inappropriate comment, which hurt the feelings of Fukushima residents,” his statement read. “I accept full responsibility and will resign my post as Minister for Reconstruction, effective immediately.”

Prime Minister Kishida accepted the resignation Friday morning, highlighting the government’s ongoing commitment to supporting affected communities. “We must always show respect and empathy towards those still struggling from the effects of the disaster,” he told reporters. “I apologize on behalf of my administration for any pain caused.”

Calls for Greater Sensitivity and Policy Response

The incident has reignited debate over Tokyo’s handling of Fukushima’s long-term recovery and stigma reduction efforts. Advocacy groups are calling for strengthened policies to support local producers and better public communication.

“The Fukushima disaster is not just a matter of policy—it’s a deeply human story,” said Professor Tomomi Endo, a sociologist at Keio University. “This episode should serve as a reminder of how language and attitudes can influence recovery, as much as dollars and infrastructure.”

Impact on Kishida Administration

Sakamoto’s resignation marks the third Cabinet-level departure this year, compounding challenges for Prime Minister Kishida, whose approval ratings have been slipping. Political analysts note that such gaffes can undermine public trust ahead of anticipated parliamentary elections.

“The Kishida Cabinet already faces criticism for policy handling and now for personnel discipline,” noted Shigeru Koizumi, a political commentator for The Asahi Shimbun. “How the government responds to incidents like this will affect both domestic and international perceptions of Japan’s crisis management.”

Fukushima Farmers Continue to Battle Stigma

Despite regulatory assurances and ongoing testing, many Japanese consumers remain wary of food products from Fukushima. Government and international observers, including the International Atomic Energy Agency, have verified that Fukushima rice meets strict safety standards.

Local officials hope the current controversy won’t undo recent progress. “What we need is support and understanding—not jokes that set us back,” said Yoko Matsuda, a rice farmer in Fukushima City.
