India, Japan Strengthen Ties Through Strategic Steel Partnership

The steel industry is the backbone of contemporary infrastructure and economic growth. In a major step towards closer cooperation in this critical sector, India and Japan made significant progress on February 4, 2025, at the 3rd India-Japan Steel Dialogue in Vigyan Bhavan, New Delhi. Co-hosted by the Government of India’s Ministry of Steel and Japan’s Ministry of Economy, Trade and Industry (METI), the discussion drew attention to the mutual aspirations and complementarities of the two countries in the steel sector.

Co-chaired by Mr. Vinod Kumar Tripathi, Joint Secretary in India’s Ministry of Steel, and Mr. Hideyuki Urata, Deputy Director General of METI, the discussion was actively attended by senior officers, policymakers, and industry leaders from both nations. It was yet another installment of the dynamic India-Japan relationship that was not only about trade but about sustainable innovation and long-term strategic congruence.

Economic Landscape and Growth Potential
At the center of the discussions was a two-way exchange on the prevailing economic milieus and industrial agendas of both countries. India highlighted its rapidly developing steel demand—fueled by ambitious infrastructure developments under programs like PM Gati Shakti, Smart Cities Mission, and the National Infrastructure Pipeline (NIP).

With India being the second-largest steel-producing country in the world, the government highlighted continued efforts to enhance ease of doing business, attract foreign direct investment (FDI), and foster green energy transitions. The recent publication of the Green Steel Report and Taxonomy of Green Steel further entrenched India’s focus on a cleaner, future-ready steel industry.

Japan, with its highly developed industrial foundation and technological proficiency, has in its arsenal state-of-the-art innovations in steel production, such as low-carbon technologies, automation, and digitalized supply chains. Japanese firms view India as a promising market for expansion, both in consumption and production. With India’s youth demographic profile and increasing domestic demand, the opportunity is ripe for Japanese investments to take root in the Indian steel market.

Faced with Global Steel Trade Challenges
One of the main points of the discussion was the European Union’s Carbon Border Adjustment Mechanism (EU CBAM)—a regulatory mechanism anticipated to influence global trade patterns, especially for industries that are carbon-intensive such as steel. India and Japan both recognized the urgent necessity to make their industries low-carbon ready for a global low-carbon economy.

Japan provided lessons on decarbonization, such as steps to update steel mills and encourage research into hydrogen-based steelmaking technology. Such information proved useful for India, which is currently formulating its own green steel policy.

Besides, the two countries also deliberated on the issues of overcapacity in the global market, price volatility in raw materials, and geopolitical trade tensions. In agreeing on shared concerns, India and Japan reaffirmed their commitment to taking a collective approach to addressing issues in international forums like the WTO and the OECD Steel Committee.

Enhancing Skill Development and Transfer of Technology
Capacity-building was another important pillar of the conversation. Japan reiterated its assurance to provide assistance in areas of skill development and training for Indian professionals. Current initiatives among Japanese companies and Indian institutions were examined, with emphasis placed on increasing technical exchange programs, safety training, and R&D collaboration.

India, in return, pledged to keep developing a business-friendly environment through policy stability, enhanced logistics, and stable regulatory regimes. Representatives discussed means of speeding up technology transfer from Japan to India, especially in products such as value-added steel products, energy efficiency, and waste heat recovery systems.

This dialogue is grounded on the Memorandum of Cooperation (MoC) of December 22, 2020, that provided the foundation for bilateral cooperation in steel manufacturing, product diversification, and workers’ safety. The February 2025 discussion reinforced that this alliance is not symbolic—it’s functional, substantial, and ready for long-term sustainability.

Looking Ahead: A Shared Vision
India and Japan enjoy a long history of diplomatic relations that have developed into a strong strategic partnership. The steel industry has now become a key driver of this relationship, acting as a platform for bringing together India’s size and appetite with Japan’s technology and precision.

As the world economy moves towards sustainability, resilience, and regional cooperation, both countries perceive the steel sector not merely as an economic driver but also as a climate action and industrial transformation tool.
