The monsoon, vital to India’s agricultural calendar, typically spans from June to September, delivering around 70% of the nation’s annual rainfall. This year, however, the relentless intensity has already overwhelmed drainage systems across cities like Mumbai, Delhi, Chennai, and Bengaluru.
“While the monsoon supports our rural economy, it unfortunately exposes the infrastructural deficits of our urban areas,” said Dr. Anupama Singh, urban planning expert at Indian Institute of Technology (IIT) Delhi. “Unplanned urbanization and encroachment on natural waterways drastically reduce cities’ ability to cope with flooding.”

Mumbai: The City That Stops
In Mumbai, the country’s financial capital, local rail services—transporting more than 8 million commuters daily—were brought to a standstill as excessive rainfall submerged tracks and roads. The Municipal Corporation of Greater Mumbai (BMC) reported waterlogging in over 200 locations on June 26, 2024, forcing schools to close and businesses to send employees home early.
Video footage on social media showed stranded passengers wading through knee-deep water at major railway stations. “We see these scenes every year, but the water seems to be rising higher and lasting longer,” lamented Ashwini Rao, a resident of the Sion area.
Delhi: Overflowing Drains, Lost Work Days
In the national capital region, traffic snarls stretched for kilometers as the Yamuna River inched dangerously close to its danger mark, prompting preemptive evacuations in low-lying areas. An estimated 20,000 people were temporarily relocated, according to Delhi Disaster Management Authority. The Delhi Metro was also affected, with several lines reporting delays due to flooded tunnels.
Bengaluru and Chennai: Tech Hubs at Risk
Southern metropolises like Bengaluru and Chennai, home to India’s booming IT sector, were not spared. In Bengaluru, the city’s lakes overflowed, inundating tech parks and residential complexes in the Whitefield and Bellandur areas. In Chennai, the Adyar River breached banks, recalling memories of the 2015 floods that paralyzed the city for days.
The Toll: Human and Economic
Across India’s cities, the Ministry of Home Affairs has reported at least 37 deaths and hundreds of injuries since the start of the 2024 monsoon season due to wall collapses, electrocutions, and road accidents associated with waterlogging.
Preliminary estimates from the Confederation of Indian Industry (CII) suggest the combined economic losses in Mumbai and Delhi alone may exceed ₹3,000 crore ($360 million USD) just in this first major monsoon spell, factoring in lost productivity, damaged property, and emergency response costs.

Decades of Poor Planning
Urban experts point to rapid urban expansion without adequate drainage upgrades as a key culprit. According to the Centre for Science and Environment (CSE), over 60% of Indian urban drainage networks are more than 40 years old and ill-equipped for present rainfall intensity.
“The loss of wetlands and rampant construction over natural water channels have severely compromised cities’ flood-carrying capacity,” explained Sunita Narain, director general of CSE. This is compounded by poor solid waste management, with garbage-choked drains further impeding water flow.
Climate Change: Worsening Extremes
Recent reports from the Indian Meteorological Department (IMD) and the World Meteorological Organization (WMO) highlight that climate change is increasing the frequency of extreme rainfall events, adding unpredictability to the monsoon.
Dr. R.K. Jenamani of IMD stated, “Cities now routinely receive in 24 hours what was earlier their monthly average rainfall. This is a clear consequence of global warming impacting local weather patterns.”
The Way Forward: Building Urban Resilience
Government Response
The National Disaster Management Authority (NDMA) has urged states to fast-track urban flood management plans, including desilting drains, restoring natural water bodies, and strengthening early warning systems.
Cities like Mumbai are piloting “watershed management” projects, installing high-capacity pumps, and deploying mobile response teams. The Delhi government recently announced a ‘Drainage Master Plan’ aimed at revamping the capital’s stormwater network.
Calls for Sustainable Urbanization
Urban planners, however, urge a shift from reactive measures to long-term solutions. “We need to rethink land use policy, protect urban wetlands, and invest in green infrastructure, such as permeable pavements and rainwater harvesting,” said Dr. Anupama Singh.
Residents are also stepping up grassroots initiatives, including community rain gardens and volunteer clean-up drives aimed at keeping local drains clear.
