UN Urges Urgent Action to Safeguard Water Resources

In a comprehensive report released this week, the UN highlights that roughly one in four people worldwide faces water scarcity, with the number projected to rise sharply if decisive action is not taken. According to the UN Department of Economic and Social Affairs (UNDESA), nearly two-thirds of the world’s population could be living under “water-stressed” conditions by 2025.

“The world is vastly off track in ensuring all people have access to safe water,” said Gilbert Houngbo, Chair of UN-Water and President of the International Fund for Agricultural Development (IFAD). “Without urgent action, water scarcity will become one of the largest drivers of instability and displacement.”

Ongoing climate change is amplifying water shortages worldwide. More frequent droughts, erratic rainfall, and melting glaciers are undermining freshwater supplies. Simultaneously, increased water pollution — from industrial waste, agricultural run-off, and plastic contamination — further reduces the availability of clean water.

“We are seeing rivers run dry and lakes shrink at a disturbing pace,” said Inger Andersen, Executive Director of the UN Environment Programme (UNEP). “Polluted water sources and poor management are pushing entire regions toward crisis.”

Population Growth and Urbanization

The world’s population, now surpassing eight billion, has driven greater competition for freshwater resources. Urban expansion strains outdated infrastructure, while agriculture remains the largest consumer of global freshwater, accounting for about 70% of withdrawals, according to the UN Food and Agriculture Organization (FAO).

Global Water Security as a Priority

The UN is urging governments, industries, and communities to recognize water security as central to sustainable development, promoting investment in resilient infrastructure, ecosystem restoration, and cross-border cooperation. The 2023 UN Water Conference set ambitious targets for universal and equitable access to water by 2030 — but, as the new report warns, progress is dangerously slow.

“Water is not ‘someone else’s problem’,” said António Guterres, UN Secretary-General. “It flows through health, education, food security, and climate resilience. All nations must make water a top policy priority.”

Investment in Infrastructure: Rehabilitating aging water systems and investing in new technologies such as smart sensors and leak detection.

Sustainable Agriculture: Promoting water-efficient irrigation techniques and crop selection.

Nature-based Solutions: Restoring wetlands, forests, and watersheds to improve natural filtration and water retention.

Global Partnerships: Strengthening international agreements on shared rivers and aquifers, particularly in regions vulnerable to conflict.

Dr. Claudia Sadoff, Executive Managing Director of the Global Water Partnership, emphasized, “Collaboration across nations and sectors is vital. Water crises respect no boundaries.”

Impacts on Health and Development

Inequitable access to clean water exacerbates poverty, threatens public health, and undermines educational and economic opportunities, especially in vulnerable communities. According to the World Health Organization (WHO), an estimated two billion people rely on contaminated drinking water — contributing to nearly half a million deaths each year.

“Waterborne diseases like cholera and dysentery are resurging in areas lacking safe water,” Dr. Maria Neira, Director of Public Health and Environment at WHO, warned. “Universal water access is foundational for global health security.”

Multiple Perspectives on Water Policy

Some experts argue that water should be classified as a commons, with states responsible for stewarding resources for all, while others advocate for increased private sector involvement to drive innovation and funding. Agricultural and industrial lobbies have also raised concerns about balancing economic growth with sustainability.

“There’s no single solution,” said Dr. Joyeeta Gupta, Professor of Environment and Development at the University of Amsterdam. “Only through integrated, transparent governance can we ensure water’s future.”

Looking Ahead: A Call to Action

With warnings mounting from scientists and policymakers alike, the UN’s message is clear: only urgent, collective action can avert a global water catastrophe. As world leaders prepare for the upcoming High-Level Political Forum on Sustainable Development in July 2024, water is expected to be a central theme.
