Prime Minister Narendra Modi landed in Jeddah on Tuesday, April 22, 2025, for a notable two-day visit to Saudi Arabia at the behest of Crown Prince Mohammed bin Salman. The visit will serve to solidify the consistently increasing strategic and economic partnership between the two powerful nations. Both countries’ leaders are likely to sign at least six significant memoranda of understanding (MoUs) today, with a number more in the pipeline as talks ran late into Monday evening.
PM Modi’s entry into the coastal city of Jeddah was received warmly by top Saudi officials, dignitaries, and Indian expatriates. The red carpet reception attests to Riyadh’s emphasis on its relations with New Delhi, especially as both countries vie to take on more and more significant roles on the international stage.
A Partnership Rooted in Shared Interests
In his farewell address released earlier on Tuesday, Prime Minister Modi emphasized the significance of the India-Saudi Arabia relationship. “India and Saudi Arabia have built a beneficial and substantive partnership, inter alia, in the fields of defence, trade, investment, energy, and people-to-people exchanges,” the statement stated.
The PM also pointed out that the visit is intended to provide “new energy and direction” to bilateral relationships. With this visit, India is looking not only to strengthen economic cooperation but also to align with Saudi Arabia’s Vision 2030 — a grand transformation plan to diversify the Saudi economy from oil.
High-Profile Meetings and Strategic Talks
PM Modi is to have comprehensive discussions with Crown Prince Mohammed bin Salman during his two-day visit. The two leaders will examine the entire range of bilateral ties and discuss regional and international matters of common interest.
Major areas of focus are increased collaboration in renewable energy, defence production, space technology, digital infrastructure, and healthcare. High on the agenda is the possible integration of Indian innovation centers and tech startups with Saudi Arabia’s fast-changing economic environment.
Six MoUs are already agreed upon, according to New Delhi and Riyadh sources. These are likely to include renewable energy, fintech, strategic investments, digital economy, pharmaceutical cooperation, and skill development.
Indian and Saudi negotiators are also said to be working late at night to seal additional agreements, including a possible MoU in the field of artificial intelligence and space research.
Energy and Economic Ties: A Cornerstone of Cooperation
Saudi Arabia continues to be one of India’s most significant energy partners, providing much of the country’s crude oil requirements. But both countries are now seeking to go beyond hydrocarbons and are looking to work together in sectors such as green hydrogen and solar power.
The MoU on renewable energy, which will likely be signed later today, is expected to be a key highlight of PM Modi’s visit. This agreement will explore joint ventures between Indian firms and Saudi partners in solar technology, battery storage, and hydrogen production.
In addition, India’s status as a production hub and market for consumption is also drawing greater interest from Saudi investors. Both countries’ trade level was in excess of $52 billion as of 2024, with the officials of both sides considering a lofty figure of $100 billion by the year 2030.
Increased Defence and Security Cooperation
Another key thrust area of the visit is defence and security cooperation. With increasing regional security concerns in West Asia and the Indo-Pacific, both India and Saudi Arabia have stepped up their counterterrorism dialogue, intelligence sharing, and military-to-military cooperation.
Modi and Prince Salman will discuss proposals to increase joint military training and navy collaboration in the Indian Ocean Region. An agreement on a new defence cooperation MoU, if concluded, may encompass technology transfer, co-production of defence hardware, and interoperability between the two armies.
Cultural and Diaspora Links
India and Saudi Arabia enjoy cordial people-to-people contacts, with the presence of over 2.5 million Indians residing and employed in the country. PM Modi will engage in interactions with representatives of the Indian community in Jeddah in the evening as a testament to their efforts toward strengthening bilateral connections.
Over the past few years, Saudi Arabia has also become a tourist and religious pilgrim destination for Indians. Direct flights between the key Indian cities and Jeddah, Mecca, and Medina have opened up the tourism and hospitality industries to increased cooperation.
To increase cultural relations, a new cultural exchange programme will be announced with a focus on academic cooperation, art exhibitions, cinema, and youth exchanges between Indian and Saudi institutions.
A Symbolic Visit at a Crucial Time
PM Modi’s visit comes at a time when geopolitical dynamics are shifting rapidly. With both India and Saudi Arabia pursuing strategic autonomy and diversified foreign policies, their growing partnership is seen as a stabilizing force in an uncertain global environment.
This is Modi’s second official visit to Saudi Arabia as Prime Minister, with the first being in 2019. That visit led to the formation of the Strategic Partnership Council, which institutionalized cooperation across multiple sectors.
As the leaders meet once again in Jeddah, the shared vision of building a sustainable, secure, and prosperous future will be at the heart of discussions.
What Lies Ahead?
After the MoU signings and bilateral discussions today, PM Modi will also tour principal Saudi development projects and innovation centers. He will also address a joint business forum sponsored by the Federation of Indian Chambers of Commerce and Industry (FICCI) and the Saudi Chamber of Commerce as the keynote speaker.
As this high-level diplomatic exchange continues to roll out, all eyes are on the deals struck and the new directions set for one of the 21st century’s most promising bilateral relationships.
