India has suspended the SAARC Visa Exemption Scheme (SVES) for Pakistani nationals, giving them just 48 hours to leave the country. This major move comes after a terror attack in Pahalgam, Jammu and Kashmir, where 26 people – including one Nepali national – were killed.

The deadly strike, claimed by The Resistance Front (TRF), a group linked to Lashkar-e-Taiba (a Pakistan-based terror outfit), has triggered a series of sharp diplomatic and military responses from New Delhi.

 What Is the SAARC Visa Exemption Scheme?

A Peace-Time Travel Pact Among Neighbors

The SAARC Visa Exemption Scheme was introduced in 1992 to make travel easier for certain people across South Asian nations. It allowed visa-free entry for specific categories like:

  • Government officials and politicians

  • Journalists and business leaders

  • Judges and legal experts

  • Athletes and cultural figures

They received a special visa sticker valid for one year, which let them travel across all SAARC countries: India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, Maldives, and Afghanistan.

Designed to Boost Diplomacy and Trust

The visa scheme was considered a diplomatic tool to promote:

  • Regional unity

  • Cross-border cooperation

  • Economic and cultural exchange

The idea was born at the 1988 SAARC Summit in Islamabad, where leaders agreed that smooth travel could help strengthen ties in the region.

 What Did It Mean for Pakistani Nationals?

A Special Privilege—Now Withdrawn

For Pakistani citizens, the SVES offered rare travel access to India—especially valuable during tense periods. It allowed Pakistani diplomats, bureaucrats, and media professionals to visit India without the usual visa process.

While India had sometimes paused or reviewed visa entries under SVES during earlier conflicts, this is the first time the scheme has been revoked entirely for Pakistan.

Now, every Pakistani national who entered India using SVES must exit within 48 hours, per the Centre’s directive.


 Why This Move Now?

TRF Attack in Baisaran Meadow Sparked Crisis

On April 23, a brutal terror attack rocked Baisaran meadow in Pahalgam, a scenic tourist destination in Kashmir. 25 Indian citizens and one Nepali national lost their lives. TRF, seen as a front for Lashkar-e-Taiba, claimed responsibility.

India believes the group operates with support from across the border, and the Centre’s stance is clear: “Zero tolerance for terrorism.”

Foreign Secretary Vikram Misri and the Cabinet Committee on Security (CCS) outlined India’s response plan, which includes a range of diplomatic and military moves.


 What Other Measures Has India Taken?

1. Suspension of Indus Waters Treaty

India has put the 1960 Indus Waters Treaty on hold—a historic water-sharing deal between India and Pakistan. It will stay suspended until Pakistan stops supporting cross-border terrorism, said Misri.

2. Attari-Wagah Border Shut Down

India has closed the Integrated Check Post at Attari, the only land crossing between the two countries. However, Pakistani nationals with valid entry documents may return via this route by May 1.

3. Diplomatic Expulsions

India has declared all Pakistani defence, naval, and air advisors persona non grata. They must leave within a week. India will also recall its military advisors from its Islamabad mission.

Additionally, both nations will cut staff at their High Commissions from 55 to 30.


 What Does This Mean Going Forward?

A Major Blow to Regional Diplomacy

The suspension of the SAARC Visa Exemption Scheme, alongside the Indus Waters Treaty pause and diplomatic staff cuts, signals a severe breakdown in India-Pakistan relations.

Experts say these measures could:

  • Freeze bilateral talks for months, if not years

  • Halt economic and cultural exchanges

  • Further complicate SAARC’s future as a regional bloc

The Pahalgam attack has sent shockwaves through the region, and India’s response has been swift and decisive. As visa privileges are revoked and borders closed, one message is clear: India will not tolerate terrorism or cross-border proxy warfare.

The coming weeks will be critical in determining whether tensions escalate further or if cooler diplomatic heads prevail.
