Tahawwur Rana Wanted Pakistan’s Highest Gallantry Award for Mumbai Terror Attackers, Says US DOJ

In a chilling discovery highlighting the strength of support for the 2008 Mumbai terrorist attacks, the United States Department of Justice (DOJ) announced that Tahawwur Hussain Rana, who was one of the primary co-conspirators of the bloodbath, had commended the nine Lashkar-e-Taiba (LeT) militants killed inside the siege and indicated they merited Pakistan’s most prestigious military honor — the Nishan-e-Haider. The award is normally reserved for Pakistan Army personnel who show rare gallantry in combat and are martyred while in service.

The details came to light as the US officials interrogated Rana, a man previously convicted in the US for his involvement in a different terror plot against Denmark. In line with US officials, Rana was tape-recorded as he spoke to David Coleman Headley, commonly referred to as Daood Gilani — a Pakistani-American and the main plotter who led surveillance operations on behalf of the Mumbai attacks.

The Intercepted Conversation
The communication between Rana and Headley was monitored in the course of a larger investigation by US intelligence and federal prosecutors into Rana’s connections with terror organizations, namely Lashkar-e-Taiba. In it, as the DOJ has come to light, Rana praised the operations of the nine militants who were killed during the siege of Mumbai and also made an interesting remark: he felt that they ought to be awarded the Nishan-e-Haider, indicating that their action was heroic and was worthwhile.

Even more appallingly, Rana was reported to have stated that “Indians deserved it,” about the mayhem that was carried out on the city of Mumbai that resulted in 166 dead, including six Americans, and left hundreds of people injured. The four-day, November 26-29, 2008, attacks were carried out by ten armed terrorists trained and dispatched by Lashkar-e-Taiba, a Pakistan-based extremist organization known to have ties with Pakistan’s Inter-Services Intelligence (ISI).

Rana’s Extradition and Custody in India
Following a long legal struggle, Tahawwur Rana was recently extradited from the United States to India and is now in the custody of India’s National Investigation Agency (NIA). The NIA is questioning Rana to find out the extent of his role in planning and facilitating the attacks, and whether he had any further connections with the Pakistani intelligence network or other militant organizations.

Rana, a onetime Pakistani army physician who eventually settled in Canada and then the US, ran a Chicago-based immigration and travel company. Prosecutors say he used his company as a front to aid Headley’s reconnaissance trips to India and to facilitate the movement of Lashkar’s operatives. Headley, arrested in the US in 2009, has since then worked with the authorities and testified against Rana, explaining in gruesome detail how Rana was aware of and helped plan the attacks.

A View Into the Mindset
The dialogue between Rana and Headley is a chilling look at the politics and reasoning of actors who have been involved in terror operations. That someone of Rana’s background — educated, globally mobile, and operating a legitimate business — could be so radicalized is an indication of the intricate layers of ideology, indoctrination, and identity that come into play with terrorism.

His proposal that LeT attackers be accorded the same honour as war soldiers martyred in Pakistan’s army highlights the perilous glorification of terrorist activities by some elements in Pakistan. Nishan-e-Haider is given only to those serving in the Pakistan armed forces who lay down their lives in the line of duty while exhibiting the highest valour and courage. For Rana to put Lashkar terrorists — who killed innocent people in hotels, rail stations, and a Jewish center — on the same pedestal is appalling and political.

Indo-US Cooperation on Terrorism
Rana’s extradition is a landmark event in Indo-US counterterrorism relations. Indian authorities have been clamoring for his extradition for long, claiming that Rana’s assistance was crucial to the conduct of the Mumbai attacks. The US, although initially reluctant to extradite him because of outstanding convictions in its own courts, has now shown a willingness to assist India’s quest for justice.

India has continued to accuse Pakistan of harboring terror masterminds behind the 26/11 attacks, particularly Hafiz Saeed, LeT founder, and Zaki-ur-Rehman Lakhvi, the suspected attack military commander. While there have been some token arrests and trials, there has been little real action by Pakistan to prosecute the actual masterminds, generating ongoing diplomatic tension between the two neighbors.

Justice and Memory
As justice grinds, albeit slowly, Rana’s interrogation can give vital clues to help bridge some of the gaps in the investigative matrix of the Mumbai attacks. Families of victims, as well as survivors, continue to clamor for closure and accountability for what happened on those four ghastly days.

For most, the proposal that the perpetrators be granted national honors is an insult to the victims’ memory. It highlights the ideological extremism that still fuels global jihadist networks, and why international cooperation in counterterrorism remains a necessity.

The expectation now is that with Rana in detention and fresh evidence on the books, the Indian authorities can try to untangle more profound links between Lashkar, the ISI, and the international diaspora networks that have made such terror plots possible. One thing is certain, though: the war against terror is not merely about protecting borders — it’s about destroying the narratives that romanticize violence and demonize victims.

The US Department of Justice’s statement is a reminder to us all: the war against extremism is far from won, and justice, even when late, must be seen to triumph.
