Suspicious Office Lease Canceled Just Before the Attack
Another clue that caught NIA’s attention: Rana and Headley abruptly chose not to renew the lease of a Mumbai office in November 2008 — right before the attacks.
That office, run under the banner of Rana’s immigration consultancy, was actually a cover for Headley’s reconnaissance operations.
Headley, using his U.S. passport and American appearance, posed as a consultant and spied on Mumbai’s top hotels, tourist spots, and public areas, filming them for Lashkar-e-Taiba.

Between November 13 and 21, 2008, Rana and his wife traveled across India, visiting:
