Can a US-China Agreement Undermine India’s Manufacturing Aspirations?

India’s vision to be a world manufacturing hub has picked up strong pace in recent times, fueled by government efforts and big business shifts like Apple relocating bulk of its iPhone production for the US market from China to India. The shift represents a tectonic shift in global value chains, with India becoming a preferred destination relative to China. However, latest trends in US-China trade relations risk complicating this bright scenario.

US-China Trade Reset and Its Ripple Effects
In a dramatic twist, the United States and China have recently agreed to cut tariffs on traded goods between the two. This “trade reset” seeks to de-escalate tensions and reinvigorate the economic relationship between the two world’s largest economies. Although this deal is a welcome reprieve for many markets across the world, it creates difficulties for nations such as India that have been positioned as a winner of the US-China trade war.

Ajay Srivastava, trade analyst at the Global Trade Research Institute, cautions that this deal would stifle or even turn back the tide of manufacturing investment to India. Earlier, businesses were encouraged to diversify their supply chains and shift some of their production away from China because of tariffs and geopolitical risk. But with tariffs lowered, the math works differently: the cost savings of producing in China resume, perhaps eroding India’s competitive advantage.

Despite this, India’s manufacturing lines continue to operate robustly. Apple’s recent ramp-up of assembly operations in India remains a beacon of hope, signaling confidence that India can serve as a reliable alternative supplier for the US market. However, concerns linger about the ability to sustain long-term value addition beyond mere assembly.

India’s Manufacturing Landscape: Progress Amid Challenges
India’s manufacturing industry has recorded a significant resurgence, with new orders for exports hitting a 14-year high. The nation is increasingly taking up the space abandoned by Chinese firms in industries such as electronics, garments, and toys. Japanese brokerage Nomura reports anecdotal proof that trade diversion is favoring India as world supply chains rebalance.

The government of Prime Minister Narendra Modi has also welcomed foreign investments aggressively and pursued trade deals that will further strengthen India’s presence on the global market. The new trade agreement with the United Kingdom that offers tariff cuts in important sectors is a prime example of India’s willingness to liberalize trade in an effort to attract international investors.

However, experts caution against complacency. India will have to overcome a range of structural and operational challenges to take full advantage of these opportunities. These range from strengthening infrastructure, facilitating ease of business, reducing regulatory complexity, and developing local capabilities in manufacturing.

The Raw Materials and Value Addition Bottleneck
One of India’s key challenges is its reliance on China for raw materials and intermediate inputs. Most foreign firms at present simply put together imported parts in India instead of producing components locally. This practice limits the scope for India to contribute a greater percentage of the overall manufacturing value chain in the world.

For instance, Apple’s iPhone manufacturing in India is largely assembly work, whereas most critical components are still imported from China. This means that India generates much lower revenues per unit compared to China, where manufacturing as well as component production are combined. In order to effectively increase its manufacturing revenues, India will need to develop its local component manufacturing ecosystem.

Quality and Sustainability Concerns
The other significant concern is the quality of jobs generated by assembly operations. Assembly lines usually create lower-value jobs with less skill development than more integrated manufacturing arrangements. This is a cause for concern regarding the stability of India’s existing manufacturing growth model.

In addition, Indian concerns are also raised about being reduced to a mere transit point for Chinese exports. Some apprehend that Chinese goods exporters may take advantage of India as a transit point to avoid US tariffs, negating India’s goals of industrial development. Enhancing customs enforcement and building strong trade monitoring frameworks will be crucial in order to deter such activities.

Strategic Imperatives for India’s Manufacturing Future
In order not to be marginalized as US-China trade becomes normalized, India needs to have a strategic, long-term vision of manufacturing growth. This includes:

Enhancing Production Costs: Lowering the cost of inputs, increasing energy efficiency, and taking advantage of economies of scale.

Strengthening Logistics: Strengthening transport infrastructure to minimize costs and delays and thereby enhance supply chain reliability.

Regulatory Certainty: Simplifying and stabilizing regulations to draw and maintain foreign and domestic investment.

Developing Local Capabilities: Facilitating local production of raw materials, intermediate goods, and components in order to minimize dependence on imports.

Encouraging Innovation: Encouraging research and development to enhance the quality of products and manufacturing technologies.

Policymakers need to emphasize skill development as well in order to equip the manufacturing workforce to cope with the requirements of more complex and value-added manufacturing processes.

Looking Beyond the Immediate Horizon
Though the US-China trade reset will moderate India’s near-term chances of winning manufacturing investment, most experts consider this development as short term. Global supply chains are in transition, and geopolitical uncertainties persist. India’s huge domestic market, young labor force, and better business environment still render it an appealing destination for manufacturers chasing diversification.

To preserve and reinforce this appeal, India must play the “long game.” This involves not only pursuing headline-making assembly deals but creating a robust and integrated manufacturing environment that can drive sustainable growth and more economic value.

India’s manufacturing dreams are ambitious and backed by solid fundamentals. Apple’s iPhone manufacturing shift is a milestone that highlights India’s promise. Yet, the latest US-China tariff cuts pact brings complicating factors for India to handle delicately.

By confronting structural problems, building greater local manufacturing capabilities, and verifying regulatory and infrastructural reforms, India can turn these problems into opportunities. In doing so, it can gain a rightful position in the global manufacturing order — not as a China substitute for the moment, but as a lasting manufacturing giant in its own right.
