Stocks on the New York Stock Exchange and Nasdaq opened modestly higher but drifted sideways as the day progressed, with the S&P 500 holding near its all-time high and the Dow Jones Industrial Average oscillating near break-even. Both indices have seen muted price action in recent sessions as investors adopt a wait-and-see approach before the Fed’s announcement, due Wednesday afternoon.

The Federal Open Market Committee (FOMC) began its two-day meeting Tuesday. Most Wall Street analysts anticipate the central bank will leave its benchmark interest rate unchanged at 5.25%–5.5%, maintaining its highest level in 23 years. The key question for investors is whether Fed Chair Jerome Powell will signal a more dovish shift in his post-meeting remarks, potentially paving the way for rate cuts later this year.

“Until we get further clarity from Powell, the market is likely to remain in a holding pattern,” said Lisa Erickson, head of public markets at U.S. Bank Wealth Management. “While inflation has shown signs of cooling, it’s not yet enough for the Fed to have strong conviction about the timing of easing policy.”

Inflation Data Looms Large

In addition to the policy announcement, markets are bracing for fresh inflation data with the May Consumer Price Index (CPI) report set for release Wednesday morning. The CPI is expected to show headline inflation ticking lower but core inflation, which strips out food and energy, remaining stubbornly above the Fed’s 2% annual target.

“This week’s CPI print is critical. If inflation moves meaningfully lower, it could accelerate expectations for Fed cuts,” noted Michael Arone, chief investment strategist at State Street Global Advisors. “Markets are sensitive to both the data and any nuance in the Fed’s language.”

Investors have pared back bets on multiple rate cuts in 2024 after a string of sticky inflation readings this spring. Futures markets now suggest at least one quarter-point cut by December, down from earlier expectations of as many as three.

Market Performance and Sectors in Focus

At midday Tuesday, the S&P 500 hovered near 5,360, up less than 0.2%. The benchmark index is up more than 12% year-to-date, driven by technology giants and optimism around artificial intelligence. The Dow Jones Industrial Average inched up 0.1%, while the tech-heavy Nasdaq Composite climbed 0.3%.

Defensive sectors like consumer staples and health care outperformed as investors sought shelter from potential rate volatility. Semiconductor stocks, which have powered much of the rally in 2024, were mixed, with Nvidia (NVDA) easing slightly after a strong run-up.

Bond yields remained elevated, reflecting ongoing uncertainty over the direction of Fed policy. The yield on the 10-year U.S. Treasury note held near 4.45%, unchanged from Monday’s close.

Fed Balances Growth and Inflation Risks

Several Federal Reserve officials have emphasized caution in recent weeks, citing the need for more evidence that inflation is sustainably declining before easing policy. While the U.S. economy continues to expand—albeit at a more tempered pace—wage growth and robust consumer spending have kept price pressures alive.

“A premature move could risk reigniting inflation, while waiting too long could tighten the screws on economic activity,” said Austan Goolsbee, president of the Federal Reserve Bank of Chicago, at a recent conference.

Fed Chair Jerome Powell has reiterated that decisions will remain data-dependent, highlighting a delicate balancing act between fostering growth and maintaining price stability.

Investor Sentiment and Outlook

With both the Fed decision and CPI data looming, market volatility could increase in the coming days. Investors will scrutinize Powell’s press conference for any hints of a policy shift or updated projections for year-end rates.

“Positioning is cautious but constructive,” said Kristina Hooper, chief global market strategist at Invesco. “Equities have run a long way, but absent a hawkish surprise, there’s room for further upside if inflation behaves.”

Economists and strategists say their base case is still for a second-half easing, contingent on further improvement in inflation and softer labor market data.
