North vs South Korea: The Secret War Unfolding

The Korean Peninsula, long a flashpoint in East Asian security, has seen a steady increase in clandestine hostilities since early 2024. Tensions flared most visibly when North Korea launched hundreds of balloons filled with trash and propaganda leaflets into South Korean territory, prompting the South to resume loudspeaker broadcasts blasting pop music and government messages across the border.

Both Pyongyang and Seoul deny intentions to provoke open military engagement. However, analysts argue that their covert actions—ranging from cyber intrusions to psychological manipulation—are designed to undermine morale, sow discord, and exert pressure without triggering direct confrontation.

Psychological Warfare: Balloons, Loudspeakers, and Information Campaigns

North Korea’s renewed balloon offensive began in late May 2024, with at least 1,200 balloons launched in successive waves, dispersing not only anti-South Korean leaflets but also household waste and animal waste over farming regions near the border. “This is an old tactic, revived with a new level of intensity,” said Lim Eul-chul, a North Korea studies professor at Kyungnam University. “It’s a means to provoke anxiety and demonstrate reach.”

In response, South Korea resumed its own form of non-lethal psychological warfare—reinstalling loudspeakers along the Demilitarized Zone (DMZ), broadcasting South Korean pop music and anti-regime messages deep into North Korean territory for the first time since 2018.

According to the South Korean Ministry of National Defense, the broadcasts aim to “inform ordinary North Koreans of real conditions abroad and counter the regime’s disinformation,” but they also antagonize Pyongyang’s leadership. North Korean leader Kim Jong Un has termed the broadcasts “an intolerable insult” and warned of “grave consequences.”

Cyberattacks and Disinformation Operations

Beyond physical provocations, cyber intrusions have become a central feature of the covert conflict. South Korea’s National Intelligence Service (NIS) reported a 35% increase in malicious cyber activity traced to North Korea-linked hacking groups over the first half of 2024. Targets have ranged from government agencies to major financial firms and health care networks.

“These attacks aim to gather intelligence, disrupt critical infrastructure, and erode public trust,” said Kang Myung-koo, director of the Korea Institute for Cyber Security. Pyongyang has consistently denied involvement, calling the allegations “fabrications.” Still, Western intelligence agencies, including the United States Cyber Command, have publicized technical evidence linking high-profile hacks to North Korean operatives.

The covert information war also extends to social media, as both sides deploy bot accounts and influence operations to sway public opinion and shape narratives domestically and abroad. A recent report by South Korea’s National Police Agency uncovered a vast North Korean disinformation network responsible for amplifying fake news about Seoul’s political leadership and COVID-19 response.

Escalation and Diplomatic Fallout

The ongoing shadow war has already undermined inter-Korean trust, with both governments suspending key agreements reached during the 2018 period of dĂ©tente. South Korea has rescinded parts of its 2018 military accord with the North, citing Pyongyang’s persistent provocations. North Korea, in turn, has declared the North-South liaison office in Kaesong “irrelevant,” warning that further “hostile acts” could lead to military action.

China and the United States, both stakeholders in regional security, have called for restraint. “Continued provocations on either side risk accidental escalation with catastrophic consequences,” said U.S. Secretary of State Antony Blinken in a statement earlier this week.

Expert Perspectives and Outlook

Many experts warn that the current tit-for-tat covert campaigns could easily spiral out of control. “We are witnessing a dangerous normalization of hybrid conflict between the Koreas,” said Dr. Go Myong-hyun, senior fellow at the Asan Institute for Policy Studies. “Such strategies exploit ambiguity, but they increase the risk of miscalculation and unintended escalation.”

Diplomats in Seoul and Washington are now working to reestablish lines of communication. Meanwhile, border communities bear the brunt of psychological operations, with local authorities in Gyeonggi Province reporting a rise in public anxiety and agricultural losses due to foreign debris.
